Resident Qualification Criteria

Clear, consistent, and published in advance — so every applicant knows exactly what we look for before they apply. These standards are the same for everyone, and they meet every requirement of Texas Property Code § 92.3515 and applicable fair housing law.

These criteria are provided to every applicant prior to application as required by Texas Property Code § 92.3515. All standards are applied consistently and without regard to any class protected under federal, Texas, or San Antonio and Houston fair housing law.

Qualification Standards

Income Requirement

3× Monthly Rent

Gross monthly income must equal at least three times the monthly rent. Acceptable documentation includes pay stubs (last 60 days), employer verification letter, tax returns (self-employed), benefit award letters, or bank statements showing consistent deposits.

Credit History

620+ Credit Score

Minimum TransUnion / Equifax score of 620. Prior landlord debt, outstanding collections, and recent bankruptcies are evaluated individually as part of a comprehensive credit review — not as automatic disqualifiers.

Rental History

2 Landlord References

Minimum two verifiable landlord references from the prior 5 years. We verify on-time payment history, lease compliance, and property care. First-time renters may substitute with additional income documentation or a co-signer.

Eviction History

Individually Reviewed

All prior eviction filings within the past 5 years are reviewed individually. Judgments within 5 years are generally disqualifying; older records and dismissed filings are evaluated in full context, including written explanation from the applicant.

Criminal Background

Criminal history is screened at the county, state, and national level. Per HUD 2024 guidance, Newera Property Management does not apply blanket denial policies. Each applicant receives an individualized assessment considering the nature and severity of the offense, time elapsed, evidence of rehabilitation, and relevance to tenancy. Applicants registered on the sex offender registry and those with felony convictions for crimes involving harm to persons or property within the past 7 years are generally ineligible. Applicants are encouraged to provide a written explanation of any record.

Employment Verification

Current & Stable

Current employment or a verifiable income source required. Self-employed, retired, military, and first responder applicants are welcome — alternative income documentation accepted. Gaps in employment are evaluated with context.

Application Requirements

Complete File Required

All adults 18+ must submit a separate application. Government-issued photo ID required. Application fee is non-refundable. If denied on any criterion not disclosed here, applicant is entitled to a full refund per TX § 92.3515. Written FCRA consent is required before any report is pulled.

Adverse Action Notice

If an application is denied in whole or in part based on information from a consumer report, applicants will receive a written adverse action notice per FCRA requirements, including the consumer reporting agency's name and a statement of applicant rights.
